Yes - and I can't understand why it wasn't adopted more. The perspective between pitch level and even a few rows back is quite marked in my perception of a game.

My mind might be playing tricks - it was a long time ago, but I'm sure that was the side Ian St John had a box built above the dugout, for that actual reason. Never got to see him play, but that team he managed were a joy to watch at the time. Secured our first victories against Celtic (certainly in the 9 in a row years) in my lifetime and had us as a force to be reckoned with.
